Justin Makin
Director of Programming
Justin has been working within the field of addiction recovery for the last ten years. Addiction recovery and bringing people to their own path of sobriety is his passion. Justin understands addiction, sobriety and the road to recovery deeply. He has his own story of his battle with addiction and recovery; Justin offers his experience and expertise, and offers many years of proven sobriety.
Justin graduated from Orem High School, then went on to Utah Valley University and obtained his Bachelor of Science Degree in Management. He is currently attending Argosy University pursuing his Masters in Marriage and Family therapy.
Justin strongly believes in the program of The Steele House – and has understands of implementing each facet daily. Having been there himself, he believes that there is hope for anyone struggling with addiction, no matter what stage they are in the process.
Through The Steele House, Justin is able to continue to dedicate his life to addiction recovery.
Jacob Shoff
Director of Operations
Jacob understands the disease of addiction on a personal level, and cares deeply about each individual that enters The Steele House. Jacob is committed to facilitating with each individual’s experience while they continue their journey to sobriety and wholeness. Jacob attended Brigham Young University, where he played basketball and received a Bachelor of Science Degree in Business Management.
Jacob treats each individual with dignity and respect; he understands that becoming clean and sober in a rehabilitation setting is very different to real life. Jacob knows that the path is bumpy, and he offers expertise and re-assurance to ensure that each individual receives guidance and strength every step of the way.
Jacob understands the importance of The Steele House within the recovery process, and he is there to answer any questions, concerns and put you at ease during the transitioning phase.
Gray Otis, PhD, LPC, CCMC
Director of Clinical Services
Dr. Gray Otis has a record of achieving success by creating new opportunities for individuals. Using skills as a coach, counselor, and consultant he turns individual challenges into personal growth through a fully integrated strategy. This is the key to getting serious results for those who want to live a full and satisfying life.
Dr. Otis creates enjoyable learning experiences. He uses a researched-based model to deal with problems and challenges. Using this approach, each person successfully develops their core strengths. The results are remarkable as individuals learn how to transform their lives through total behavioral health.
In addition to master’s degrees in clinical counseling and organizational development, he earned a doctorate in applied psychology. Dr. Otis is board credentialed by the National Board of Certified Counselors. He is a certified Franklin Covey facilitator and his company is a licensed provider of Seven Habits courses as well as the Compassion Workshop.
He is the author of several research articles and publications including:
- The Emotional Intelligence Assessment, a self-appraisal of personal development.
- Bridging the Research-Practice Gap, Using Applied Inquiries to Promote Client Advocacy.
- Unanticipated Psychotropic Medication Reactions
- Developmental Testing and Validation

Dr. Otis promotes authentic relationships, empathic understanding, and confirmed outcomes. He believes in integrating individual development with the synergy of interpersonal growth. His approach fosters real improvement which is demonstrated by reliable psychometric assessments.
Because of his motivating style, Dr. Otis is in demand as a speaker at state and national conferences. He writes a monthly column for the American Mental Health Counselors Association’s publication, the Advocate and serves as a member of the board of the Utah Mental Health Counselors Association.
Cache Allen, LSAC
Program Coordinator
Cache has been working the past 3 years in the field of addiction and recovery as a Licensed Substance Abuse Counselor. Cache has a strong desire to love and serve those seeking comfort and peace, and placing the power and control that addiction has had in their lives, back in their hands.
Cache graduated from Los Altos High School, in Southern California. Upon graduating, Cache attended Brigham Young University Idaho where he obtained his Bachelors Degree in Health Science with an emphasis in Public Health. He is currently pursuing his Master Degree in Public Health at the University of Utah Department of Family and Preventive Medicine.
Cache has always felt the calling to help those in need, and has found great satisfaction in instilling hope in those whose lights have grown dim. It is through accountability, goal setting and good decision making, that those who have become lost, can now be found. A wise man once said, accountability fosters independence and responsibility, and through this program, Cache has the opportunity in ensure each resident receives the guidance, tools and skill set needed to make this a reality.
Jen Makin
Director of Admissions
Jen has been working in the field of mental health for the last eight years. She has her own story of recovery with an eating disorder and addiction. She believes in the power of surrendering and continuing to look within for strength to keep going, one day at a time.
Jen graduated from Bamberg High School in Bamberg, Germany, and received a Bachelors of Science in Psychology from Utah Valley University. She is currently pursuing her Masters Degree in Mental Health Counseling at the University of Phoenix – with the goal of obtaining her licensures as a Professional Counselor (LPC). Jen is on the board AMCHA, American Mental Health Counselors Association, as well as on the student board of UMCHA, Utah Mental Health Counselors Association.
